Head of Goals Panel Named Delaware Chief

Pascal D. Forgione, executive director of the National Education Goals Panel, was appointed last week to the post of state superintendent of public instruction in Delaware.

Mr. Forgione, 46, has become a prominent figure in the national debate over standards and testing.

As executive director of the goals panel, he helped produce the report released this week, coordinated the panel's work with state and national organizations, and directed a nationwide outreach campaign.

He is expected to assume his new duties on or about Dec. 1. The state superintendent's position has been vacant since last year, when William B. Keene resigned under pressure from Gov. Michael N. Castle.

Before joining the goals panel, Mr. Forgione served as director of research, evaluation, and assessment for the Connecticut education department. --L.O.
